I have had a similar problem with my 89 240

It drove me crazy until I realized that the lighting wiring all goes through black cylindrical plastic connector (2 in OD, 3.5 in Length)

under the bash clipped to the top or the steeling column (don't know what it's called )

Except for a 240 with a third light it should be red

One more connector pin then the Black

(guess wehat the pin connection is for)

Got a red one

Plugged it in

Got my third light

Again this was on a 240 and I do not know if the 700 used the same type of wiring
