The proper place to test is from the terminals at the ECU. Do you have LH 2.4 Jetronic or Rex Reginal fuel injection? Testing from the ECU verifies the wiring besides the sensor. Non other than Don Foster reported finding one of the electrical fittings pushed up inside the plastic wiring connector at the coolant temperature sensor. This problem would not be revealed by local testing, but only by testing at a point in the wiring harness.
