Hey tom,

What holds the "rest" pressure in the fuel system is a valve that is attached to one end of the fuel pump. Its cost, last time I had need of one was around $30.00. Usually with that type of problem it only takes a few cranks of the engine to build up enough pressure to start. I had one with that problem. I drove it for years by just bumping the starter a couple times before starting. That was enough to build up starting pressure.
