You're comparing SAE GROSS to SAE NET. Not the same at all. A b21 will have about a 10% torque advantage and about the same in horsepower except right near the redline.
I studied it quite a bit, as I'm in Canada where we got a 136hp B23E.

I'm doing a 2655cc b23e into my 142E at some point....
