They don't always have it. I live in Charlotte NC and local stores are out of R12 right now. The the store I went to it was in a small town in South Carolina. It was kept in a locked cage in the back, you need the Mickey Mouse EPA certificate to purchase it.

Filling with the sight glass would involve watching it carefully as you fill. Hot day, in the sun, fan on full, door open. Fill till the bubbles just stop or there are only a few bubbles floating past. Do not go past that point.

A shop must be equipped with a recovery/recycle machine which can store your freon while they work on the system. If working at home this is not possible however and still stay in compliance.
