940 - To turbo or not?

I would not enjoy driving a non turbo RWD Volvo. 3200+ lbs and only 114 hp does not make for fun driving. But be prepared to spend a bit more over time, as the turbo will fail eventually and it adds heat and heat causes other parts to fail sooner. I would have the cooling system checked out, but I would recommend that on any Volvo. I would recommend a coolant level sensor per the 700/900 FAQ if the proposed car does not have one. One would have saved me from my two overheats (one with bad results, one without).

The small turbo 90-95 740/940 Turbos run very well in daily driving, compared to the 84-89 larger turbo 740 Turbos, particularly with respect to the automatic transmission versions.
