my first thought would be your thermostat is busted. my volvo's temperature indicator is glued to 12 oclock.
whatever the case though, i do not believe your thermostat should ever be fluctuating. you're supposed to be running at a steady temperature, unless you're hauling up a really really really long hill on a hot day or something.
when my thermostat went, the thing never quite reached warmed up (12 oclock) and during the winter, i had little to no heat. had the thermostat replaced, and the problem was gone.
