Temp. Indicator 700

I still say this is normal. If the thermostat sticks shut, the car overheats because no coolant from the radiator gets to the block. If it sticks open, car never really warms up. In your case, the block coolant is warming up and giving you the temp indication, then the thermostat opens, letting the coolant recirculate from the radiator which is not as hot, thus lower the temp. It is possible you need a good drain and flush and new antifreeze mix.
