hood wont open!!!! please Help!!!!

my hood wont open so after fidgiting and getting it open by removing grill i got a helper to pull the hood handle inside the car. the cable was moving but it would pull the spring. if the hood handles pushed in, inside the car the cable moves away but pulling does nothing please ehlp!!!!!!!! i want to be able to open my hood!!!!!
