Sure, you could create a B21AT. I believe Volvo even had a kit for this purpose. If you search Google groups you'll find a posting or two.

Aside from Volvo, plenty of people turbo their carb'd cars. They tend to be older muscle car types tho.

That said, I'd still much rather have a fuel injected car with a turbo.
