240 won't start - no diagnosis codes appear

Well, I agree the fuel pump relay must be replaced. However, if your mechanic has not heard of the disastrous 561 ECU in the '89 cars he is not much of a Volvo mechanic. It is about the only ECU that really has problems, now that the 503/510 ECUs in B23s have all been replaced, retired, or bypassed, the 561 is no. 1 suspect. A non-start while cranking is the failure mode. Most 561s have been replaced with 951s by now but even those fail more than most Volvo ECUs.
