240 ECU problems

I never hear or feel the Freq. valve operate and that is why I suspect the ECU. I am going back and recheck the power and gnd at the ECU plug. This car has had the battery cable shorted to grd and replaced and I found the motor to frame strap melted into. This little volvo has seen some troubles and sat for over a year before I rescued her and got her back on the road again. How did the earlier models run with out a freq valve and ECU?
