Yet Another Heater Problem 700 1991

Just found out a couple days ago that the heater on my 1991 744 non turbo doesn't work. I've had the car nearly 4 months and never once used the heater, so I'm not sure that it ever worked. I read through the FAQ and tried the various things suggested. Stuff I've done:

-Checked the heater valve. It works and is installed correctly.
-Checked the heater hoses. They were swapped.
-Flushed the heater core with a garden hose.
-Flushed the whole cooling system, changed the coolant.

The hoses going to the heater core are both hot, as hot as the hoses going to the radiator. In the car I get NO heat at all. All the other functions of the climate control work. I'm pretty sure it's something internal. Anyone have any suggestions??
