I think that 'crank over' is probably a misnomer in this case...he might have meant that it cranks, but won't start. ???

I'm a little rusty, but I think that the ECU (ECM, whatever) must ground the FPR in order for the pumps to run. IOW, the engine isn't getting fuel. Do you think that this could his problem?
