Did your mechanic check the fuel pressure or just listen and say that it is whirring? It sounds like a bad fuel pump and or fuel pressure regulator to me.
How many miles are on the car and have the pumps ever been replaced. If it's over 100 thousand miles, the fuel pumps are probably due for a change.
