Without looking at any of your other posts not in this thread, did you check the connector at the ICU? This connector is a common trouble.

Regarding your question about ICU source, I'd think you'd have an excellent chance of getting a good one from the yard; these are not known to be high failure items. That's probably why it is hard to believe you have a defective one. But yes, the hall effect device needs external power to do its thing.
