Yes, emulsion tubes are part of the picture, but usually the last part. Symptoms would be uneven acceleration under constant throttle openings -- kinda hard to describe, and not to be confused with lean surging. Finalize your jet selection first, and worry about the e-tubes only if you can't get rid of the problem any other way -- they are pretty arcane things and optimum selection defies logic. What's in there will probably work just fine. (They're a lot bigger deal in tuning DCOEs.)
