Forgot to mention the carbs and more info on the idle.

I have "refreashed" the carbs. New jets, needles, float jets, cleaned up etc. I don't think there are any bad air leaks (tested buy spraying carb clean around and so no increase in rpms)

I have never gotten the idle to be smooth below 1000. Right now its at about 1200+ and rough. I tired to back off on the carbs but then it just ran really bad and jumped around. The idle adjustment is of no use, it is back all the way down.
