VOLTAGE PROBLEM 1800 1972

This morning I noticed that my flasher relay was going nuts and when I turned on a flasher it would flash like a strobe. The engine was also cutting out like hic-ups but not much. I noticed that the flasher relay was only acting up when the engine was running. They work perfectley when the engine is off but the key is on. Also if I turn every thing on to create an electrical load everything starts to work fine. The amp light was coming on for about 10 seconds after starting the engine then suddenly going out and dash lights becoming brighter.
With a voltmeter I discoverd that the alternater was not working for the first 10 seconds or so but then would start producing 15 volts. Wow too much! This is when the flasher relay would start to go crazy. Is my alternater bad? Is the voltage regulater bad? Do I have some sort of short? Help. I don't want to fry my EFI brain with high voltage.
