VOLTAGE PROBLEM 1800 1972

Most likely a bad regulator. The failure mode of the alternator is to produce no voltage, not too much. Its possible that the there could be some bad wiring around the regulator (i.e. it is not sensing the voltage properly). Its also possible that the battery is isolated from the rest of the system somehow (poor termiinal connections?). Without a battery to ballast the system the voltage can spike erratically before the regulator can control it.
