2nd update -- am I missing something? 200 1989

Try jumping fuse 4 to 6. Ignition does not need to be on. This bypasses the relay entirely and "backfeeds" power to the pumps.

Listen for the pump. Check for voltage at the connector.

BTW -- if you "reflow" solder, be sure to add fresh rosin-core solder when you melt to old connection. It significantly helps the solder flow properly. The old solder has high surface tension, the rosin lowers it so it will flow.

You're correct about no spark equals no fuel. In the early systems, the relay received a spark signal. No spark meant the relay stayed off. In the newer systems, the FI ecu receives a signal from the ignition. No spark means the relay is not powered (no ground through ecu).

This is an intentional safety feature -- it prevents your engine from flooding if it should stall or fail to start.
