Yes, both pumps will be pumping (and making noise) when you are cranking the engine. My main pump kicks in about a half second after I've started cranking. (I can audibly hear the solenoid click closed on the main relay inside the car).
Also, in my '87 245, when I turn the key to the ON position (not cranking yet), my prepump will run for about 3 seconds. If I haven't started the car by then, it shuts off and waits till I crank the engine. -at which point both the prepump and the main pump will be pumping.
