Did you check the main 25 amp fuse in the engine compartment on the driver's side? These can get funky and cause wierd problems, I've had it happen a couple of times. I believe you probably have the correct relay too, I got mine from FCP for 15-, their prices are very good, 8- for a tie rod end as opposed to 40+ from Volvo.

I've also had strange things happen with funky fuses in the fuse box that looked okay until I pulled them and the ends were broken. I know it's obvious but I always look in the fuse panel first with these Volvos.
