In my humble opinion, you got a bargain price and you got most all of what you paid for, except maybe the hood cracks. Color sanding is included in the cost of $2000 paint jobs, they don't talk about it, and you just don't normally know that they do it. In a $2000 job, the paint is normally sanded between all coats and then after a long period of paint hardening (up to three months), the orange peel and other artifacts, which to some degree is common on any spray paint process, is color sanded to produce that factory type finish that you hoped to get for $400. You did good, be happy, life is short. Any detailer who knows his trade can wet sand (color sand) your finish to a brilliant factory type shine and remove most of the the overspray for a couple hundred dollars. I can't comment on your remarks about the cracks in the finish on your hood, sounds like the paint shop screwed up. At any rate, don't rush, you must allow the paint to harden before you do anything. You should not even wash the finish for a month or so. The paint stays very soft for quite some time. If possible, you shouldn't even touch it.
