Any chance it's a '68? Lots of green ones in '68, and in many ways this is the best year for the US imports (matter of opinion - aesthetically I like the older ones better). Rust... if there are bubbles in the door or anywhere else, it's likely not just on the surface. Generally, (dangerous I know) surface rust is in areas that the paint is visibly worn thin. If the paint in the area looks good but there's rust emerging, it's very likely coming through the metal. Doors and fenders are replaceable, though. If it's showing up below the trim, it may well be that the holes through which the trim fasteners fit have exposed metal that's begun to rust, and that this rust is spreading.

Wiring isn't such a big deal; if the damaged wires are inside the steering column, there aren't very many and their location is pretty straightforward. If it's crispy 'all over under the dash,' this is more serious but not insurmountable. That part of the harness as a whole can be separated from the rest of the car's harness and replaced... I have a spare part of this that's still in a car that I can remove, label and send if you need.

I've purchased marginal but nearly complete 122s twice in the last year, each for less than $400 and each were running with ~$250 invested. Sadly, one will be parted (and it's the prettier one, too!). They're completely honest and straightforward cars, easy to work on, made of real metal.

Can't advise for or against, but if the body's straight and the stainless and aluminum trim are intact, might not be a bad deal. Just don't count on using it as a daily driver next week.
