I'd make sure that the low cylinder is due to leaky valves first, as it could be also due to broken/worn rings or a blown head gasket. Best way to determine is to run a leak down test. Go here for a good explanation:

Ask him how he knows it needs a valve job and if he thinks he should/can do this test.
