Here is a photo of how mine is set up, with an additional spring.

This is total overkill, as the force necessary to close the throttle plate is minimal. I think your problem is not the return spring but sticking advance weights in your distributor. Make sure the oil cup on the side of the body is filled with clean oil (I use sewing machine oil) and closed up. You may want to take the whole thing out and clean it up good. Amazing how much better your car runs when the distributor is doing its job.
It could also be the throttle stop screw under the little tomahawk cable attachment on the manifold, but I doubt it due to the inconsistant nature of the problem.
