impossible problem, need help 200 1991

Have you cheacked the timing of the ignition,if I retard my timing enuff it will surge for a few secs at first start up,and it will also die at a stop do to the lowered idel from retarted timing. Intermitent shaft pully could of jumped a tooth.
JUST A THOUGHT.
