Surging on Deceleration 700 1989

When the ECU sees the throttle plate closed on deceleration it shuts the idle air controller also. Tiy could have a wiring issue with either the throttle switch or the idle air controller. Try disconnecting the electrical connector from the idle switch and then testing. Also try plugging (or pinching flat) the hose to the idle air motor and doing a test drive. You should be able to isolate the problem to the idle switch or the idle air controller.

Is the base idle set to 725 plus/minus 25 RPM?
