Turn the engine with an adjustable wrench on the bottom pulley, turning in the direction that would tighten the bolt. Measure from the top of each valve spring retainer to the top of the head with each valve fully up, and again when fully down. If each has the same difference in height between fully up and fully down, the cam lobes are OK. Some cheap calipers are all that's needed for this.
I don't think a bad lobe would explain your problem, though. When was the last time you replaced the fuel filter?
