Wierd temperature problem. UP and Down. 200 1988

Just went to check the temperature compensation board but my car has non for some reason(connectors are there but no board). The thermostat is only a year old. The temperature seems to rise only 3/4 for first little while after about 7 minutes it drops to half and pretty much stays there. It never used to do that. Oh well while I have the instrument cluster I'll replace the burnt bulbs.
