Mysterious vacuum problem Please HELP! 140-160

Is the vacuum gauge steady, with no fluctuations? If it is, then the low vacuum must be caused by valve timing, or an intake manifold leak. Secondary throttle shafts in place? Sealed? Decel valves in the carb throttle plates soldered shut?
