I don't know what a good stock motor should read (Rhys?), but 12" is lots of vacuum for getting fuel in at idle. Perhaps he's misdiagnosing the whole thing by blaming it on low vacuum? I don't see much point in rebuilding the motor multiple times in the expectation that it would change the vacuum...
