I think you should adjust it every time. Don't you have to take the adjuster loose to replace the solenoid? Not sure, but that's what I'm picturing.

Remember to clean the points in there as well as fixing up the solder... and, of course, any resistance elsewhere in the circuit that could make the voltage drop.
