In my opinion that extra fan is not needed. It rarely turns on even when it is working properly because the regular cooling system does such good job.
Maybe it is working but is not kicking in because the coolant temp isn't high enough to activate it.
When you say it is dead when connected to the car wiring, do you mean it blows the fuse when the fan tries to come on?
You Could.... pull the temp sensor, check it with a continuity meter to see that the ciruit is open when cold, then dunk it, "carefully" with test leads attached in a pot of boiling water, using a thermometer to guage the temp. See if the switch closes, and at what temp. Maybe your car just never gets hot enough for the switch to close. I'ver heard others say that they wonder if their's works because it never comes on. If the sensor is good and the fan is good and you are getting 12 volts it should be ok. I wouldn't doubt that touching those wires together could cause a surge that would blow the fuse. I think for some reason those two wires were not meant to be shorted together without the sensor inbetween. I tried a jumper wire with spade conectors on mine once to see if mine worked and the small wire I used heated up rather quickly and started to melt, so, alot of current going through there.
