repeating error codes? 200

Would appreciate advice from the code experts.
Check engine light came on in heavy traffic with the resultant error codes
2-3-1, 2-3-2, 2-2-1.
Have done the basics such as changing the 02 sensor,cleaning throttle body and spraying WD 40 around any area where there could be a possible vacuum leak(no indication of leaks)
Fuel consumption is very high.
When I clear the codes, all is well for a couple of weeks each time.
Would very much like to rectify the problem once and for all.
