High Idle problems 700 1990

I have a '90 740 Turbo that wants to idle at over over 1000RPM or more. This has been a problem for about 2 years.
I just replaced the plugs, wires, distributor cap/rotor, all the vaccum hoses, 2 boost hoses, and cleaned the TB, intake manifold, IAC, and PCV system. Also, the idle adjustment screw was so high, that the TB was open quite a bit when there was no throttle.
That was adjusted, and now once the car is started up it now idles even higher. Over 1500RPM and up to 2000RPM. Also, now when the car is in park or neutral, about every 5-10 seconds, the idle suddenly dips to about 1000RPM while the boost gauge jumps, then just as quickly the car revs the engine back up to about 2000RPM.

Can anyone give me some ideas where to start? This has me stumped.
