Sounds like he's right. Have one of you stand by the fuel tank and the other turn the key to "run" without starting it. You will hear the main fuel pump buzz from under the car for a couple of seconds. You may have to put your ear in the fill hole, but you should also be able to hear the in-tank pump running more quietly.
When I got my 244, the fuel gauge didn't work. I pulled down the cloth panel between my trunk and back seat and unscrewed the access plate in the floor where the wires go down. Then I could see that where the wires should have been going down into the tank, they had corroded and all broken right off. So the in tank pump hadn't been running at all. On mine, I was able to repair the wiring and the pump was still good.
Regardless, to remove the pump you have to spin that bung disk that the wires go through and then the whole thing lifts up and out. I believe a full description is in the 700/900 FAQ under FEATURES, above. The procedure is the same for 140s as for the 700 series cars that have an in-tank pump.
