wheels/rims interchangability 120-130

Hi,

Reading the article on http://www.vclassics.com/archive/wheeltip.htm it says: a 6"-wide wheel should protrude 3-1/2" inboard and 2-1/2" outboard, which is a positive offset of 1" But if offset is: how far the center of the rim is placed inboard or outboard of the wheels mounting surface, then those two don't agree.
Looking at the pic http://volvoadventures.com/wheels/wheel_offset.gif I think in case of the example of the 6"-wide wheel it would be 1/2" offset, right?

I was also wondering what exactly is 'bumbsteer', other then the fact it occurs with too little offset.
