happens when you either hit a bumb whether small or large in the road, or just ruts in the road on a highway. The to small offset puts the center of the wheel farther out and when you hit these bumps or ruts the wheel will want to turn. That's generally what's happening, it gives you a feeling of a car that doesn't want to "track" straightly, and is kind of a burden to drive on the highway or unpredictable on a mountain road...
