How did you clena the switches? In my experience when they start to scrwe up, you need to file the contacts inside to get good silver contact material for reliable operation. The contacts get really pitted.
Do the rear windows work or is this one of the cars with power fronts only? Those switches would interchange as well to rule out the switch.
I'd take apart the door and check the window motor next. If you unplug it you should be able to determine if you're getting 12V at the plug. The motor might have failed, or the mechanism is bound up somehow- these can sometimes get out of their tracks and then won't go up past a certain point. The doors are pretty easy to take apart using common hand tools. I just described the whole procedure today in another post about a 1990 240.
