Turbo question 700 1988

What I do know is that the waste gate is not dumping at no load-high idle.My experience has to do with 25+ years of diesel turbo applications. I suspect that the additional fuel creates more heat which equals energy and this energy is what spools up the turbo. I know from experience that this is what happens however maybe someone with more of an engineering background can explain the physics behind it.
I have observed engines with pyrometers (exhaust temperature gauges)and noted that heat and boost are related.
BTW what is the boost valve? The same as the overpressure switch?
