My car has a stock B20F head on it.

It seems like every lifter I've pulled out of an engine was full of oil. Although they aren't filled under pressure, just from the oil dripping down on them from the pushrod holes draining the pressure fed rocker arms. I'd imagine a hole in the bottom wouldn't produce much volume at all.
