I read Stuart's description as a misunderstanding of the basic (i.e., normal) Fuel—Ignition relationship, which is:
1) Fuel relay MUST be energized to run pumps
2) Fuel relay will NOT energize (when cranking) till it gets a ground on 86/2 via ECU 21
3) ECU will NOT provide pin 21 ground till it gets Pin 1 ignition OK from EZK 17
I think it's best to check that basic operation first. A quick check for spark at the plugs is a good place to star, IMO.
His "running pumps" may be the 2-second Key ON buzz (enough to put pressure to the rail).
And the relay he sees "switching" may well be the Main, not the Fuel relay—something the fools many first timers.
