Hello,
1) There is no fuse on the compressor.
2) Replace with a rebuilt complete AC Delco unit (if required)

All of this is speculation that it's the compressor as to why the system is not functioning. Fact of the matter is you have to bring it to a professional to test the system except in the case where you just might have the $10,000 machine required to service an A/C system kicking around in your garage. 9 times out of 10 A/C doesn't work because there is no pressure in the system. There is no pressure because it is leaking. It could be leaking because of a ruptured hose, punctured condensor or a leaking compressor.
Don't bother with the cheap refill kits you find at Walmart or Pepboys. Bring it to a professional and have it tested. Refrigerant is classified as a hazardous material, technicians have to have certification as it burns skin and represents a danger to the environment if released into the atmosphere.
