What is this threaded hole for on the block??? 700

The setup is different because i kind of pieced it together with brackets and stuff i had at my house from other 240 b21s and b23s so thats why the setup is a bit different.. i chose to set it up that way because thats how im used to seeing it.. sorry for confusing you guys and thanks a lot for the info!
