Not quite. The thermostat stays open as long as the engine is hot, and supposedly the heat coming off the block creates a 'thermosiphon' action which will create a little flow. In fact some very old engines (antique tractrs, etc) don't have a water pump at all, and their only coolant flow is through a thermosiphon action.

My PV used to boil over fairly frequently prior to installing the fan. Now if you park it hot the fan will cycle once or twice over about 5 minutes and I haven't had a noticable boilover since. It still has the open dump tube - I need to convert it to use an overflow bottle sometime.
