I suggest against Annealing. A gentle temper should be sufficient
and will retain a lot more strength. Actually I was able to make the
loop in mine with no heat treatment which is much preferable. Uniform
strength is always better if you can deal with it.
BTW a purple or blue temper color is what you want. And that wire heats
VERY fast in almost any kind of torch flame so go easy!
