Each end of the filter has a nut attached to the end of the can, then a banjo fitting,and then the outside nut. So you need to use a wrench on either side of the banjo fitting on each side of the filter.

15-26 ft./lbs is the spec. Or, 1/4 turn past snug, as long as it doesn't leak. Don't overtighten as you'll regret it next time you attempt to change the filter out.
