My first guess is that your idle is set way too fast.
If you have HS6 carbs make sure the throttle return springs are hooked up.
You may want to turn the anchor washers on the manifold studs a little to
make them tighter.

If your carbs are worn, you may be getting enough air around the throttle
shafts to make it idle too fast. But first start with the idle adjustment
screws on each carb to see how slowly you can get it to idle.
